Intelcan Technosystems Inc, Ottawa, Canada, has signed a contract with Roberts FIR of West Africa for the implementation of a new Area Control Center at the Roberts Field in Liberia and for the upgrade of associated communications systems.
Roberts FIR is a cooperative air navigation service provider (ANSP) of air traffic management (ATM) for three West African nations - Guinea, Sierra Leone and Liberia. Intelcan has been associated with Roberts FIR from its inception and has provided communications, navigation, surveillance and air traffic management (CNS/ATM) technologies and systems.
Roberts FIR ATM operations have been conducted from Conakry Area Control Centre (ACC), Guinea, for the last two decades. The current contract will establish a new, state of the art, fully equipped, ACC at Roberts Field, Liberia and transfer the operation from Conakry ACC. Intelcan Technosystems inc. will also upgrade the three-nation VHF Satellite Communications (VSAT) systems and associated power systems at Roberts Field, Conakry and Lungi in Sierra Leone.
Intelcan's CEO, Max Rutherford, stated that "Intelcan is very proud of its history with Roberts FIR which spans well over three decades. Under this contract, we will install a modern ATM system with ICAO-compliant Flight Data Processing System, state of the art ATC Workstations, a sophisticated Voice Communications Control Switch and we will revamp their VSAT-Fibre optics-based communications back bone."
Intelcan's full function ATM will serve as the heart of the system. This is capable of Conflict Probe and Electronic Flight Progress Strips and includes support for Reduced Vertical Separation Minima (RVSM) operations. The ATM system is capable of accommodating electronic surveillance technologies such as radar, Mode S and Automatic Dependent Surveillance systems in the future.
"During subsequent phases, Intelcan will assist Roberts FIR in implementing sophisticated surveillance systems," continued Mr Rutherford. This is what we have done in Eastern Europe and the Caribbean, adding great value for our customers whether they are in civil or military aviation."
Intelcan will deliver the entire system in 6 months and complete site acceptance and training of operations and technical staff in less than a year. In addition, Intelcan will assist the Roberts FIR staff in the transitioning of the ATM operations from the current ACC in Conakry to the new ACC in Roberts Field Liberia.
